1.	Opening Plenary of Flood Day
	The Opening Plenary was held at the Main Hall from 10:00 to 12:00, March 18, 2003. There were four keynote speeches from Prof. Godwin Obasi, Secretary General, World Meteorological Organization, Hon. Minister Roberto White, Minister for Public Works and Housing, Mozambique, Ms. Melanie H. Schultz, Vice-Minister for Transport, Public Works and Water Management, The Netherlands, and Lieutenant General Robert B. Flowers, Commander and Chief of Engineers, U.S. Army Corps of Engineers. Mr. Koki Chuma, Senior Vice-Minister for Land, Infrastructure and Transport, Japan made a closing speech of this Plenary. ^ to top

Wrap up Plenary of Flood Days: Establishment of IFNet

After the Special Lecture from Mr. Hiroyoshi Shiigai, President, Japan River Association, Mr. Ryosuke Kikuchi, Director General, "Water in Rivers" Secretariat made the Declaration of the Establishment of International Flood Network
